Los Ministros y Ministras de Relaciones Exteriores de los Estados Miembros de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC), reunidos el 22 de septiembre de 2025 en Nueva York, en el marco de la Semana de Alto Nivel del 80º Período de Sesiones de la Asamblea General de las Naciones Unidas:
Reiteramos nuestro firme apego a los propósitos y principios de la Carta de las Naciones Unidas y al Derecho Internacional. Destacamos la histórica contribución de América Latina y el Caribe a la consolidación del multilateralismo, la paz, la seguridad y el desarrollo sostenible y el respeto a los derechos humanos. Resaltamos el firme compromiso de la Comunidad con los postulados de la Proclama de América Latina y el Caribe como Zona de Paz, que refrenda la voluntad de fomentar las relaciones de amistad y de cooperación entre los miembros de la CELAC y con otras naciones.
Convencidos de la importancia de promover un sistema internacional más inclusivo y representativo, afirmamos que ha llegado el momento de que la región de América Latina y el Caribe asuma la responsabilidad de ocupar el cargo de Secretario General de las Naciones Unidas. Esta aspiración responde al principio de balance geográfico equitativo y fortalece la diversidad en la conducción de la Organización.
Consideramos que la designación de una persona de nuestra región contribuirá significativamente a robustecer la capacidad de las Naciones Unidas para enfrentar los retos globales contemporáneos, responder al reclamo de paz, desarrollo y justicia de todos los pueblos del mundo, garantizar la preservación y fortalecimiento del multilateralismo y del Derecho Internacional y velar por que todas las regiones del mundo tengan voz en la orientación estratégica de la Organización.
Hacemos un llamado respetuoso a la Asamblea General y al Consejo de Seguridad de las Naciones Unidas para que esta posición regional sea debidamente considerada en el marco del proceso de consultas y decisiones relativas a la designación del próximo Secretario General de la ONU.
Reafirmamos nuestra voluntad de seguir actuando de manera constructiva, en unidad y con visión de futuro, para revitalizar y fortalecer el sistema multilateral, con el fin de avanzar hacia un mundo más justo, equitativo, unido y sostenible.
Statement by the Ministers of Foreign Affairs of the Community of Latin American and Caribbean States (CELAC) on the selection process for the next Secretary-General of the United Nations
The Ministers of Foreign Affairs of the Member States of the Community of Latin American and Caribbean States (CELAC), meeting on September 22, 2025, in New York, within the framework of the High-Level Week of the 80th Session of the United
Nations General Assembly:
Reiterate our firm commitment to the purposes and principles of the Charter of the United Nations and international law. We highlight the historic contribution of Latin America and the Caribbean to the consolidation of multilateralism, peace, security,
sustainable development, and respect for human rights. We underscore the Community’s firm commitment to the principles of the Proclamation of Latin America and the Caribbean as a Zone of Peace, which reaffirms the will to foster relations of friendship and cooperation among CELAC members and with other nations.
Convinced of the importance of promoting a more inclusive and representative international system, we affirm that the time has come for the Latin American and Caribbean region to assume the responsibility of holding the position of SecretaryGeneral of the United Nations. This aspiration responds to the principle of equitable geographical balance and strengthens diversity in the leadership of the
Organization.
We believe that the appointment of a person from our region will contribute significantly to strengthening the United Nations’ capacity to address contemporary global challenges, respond to the demands for peace, development, and justice of
all the world’s peoples, ensure the preservation and strengthening of multilateralism and international law, and ensure that all regions of the world have a voice in the strategic direction of the Organization.
We respectfully call on the General Assembly and the Security Council of the United Nations to give due consideration to this regional position in the context of the consultation and decision-making process regarding the appointment of the next UN
Secretary-General.
We reaffirm our willingness to continue to act constructively, in unity and with a vision for the future, to revitalize and strengthen the multilateral system, with a view to advancing toward a more just, equitable, united, and sustainable world.
